Note: If you are planning to Fill a Pool or Spa, Please Download the SE Water Exemption Form

Swimming Pools and Spas:

Pools less than 500 litres

Under stage two restrictions, pools & spas of less than 500 litres can be filled and topped up using a bucket or hand held hose, with or without a trigger nozzle, at any time. No approval is needed.

Previously filled pools or spas can be topped up using a hand held hose, with or without a trigger nozzle at any time.

Wading pools (holding less than 500 litres) can be filled or topped-up using a bucket or hand-held hose - with or without a trigger nozzle at any time. No written approval is required.

Pools and spas between 500 and 2,000 litres

There are around 5000 new pools installed every year in metropolitan Melbourne. Customers wishing to fill a new pool or spa, or empty and refill an existing pool or spa of between 500 litres and 2,000 litres require written approval from their local water business (customers can apply by phone).

Pools and spas over 2,000 litres

Customers wishing to fill a new pool or spa, empty of refill an existing pool or spa over 2,000 litres require written approval from their local water business (customers can apply by phone). Before approval is granted, customers will need to lodge a simple Water Conservation Plan (WCP) with their local water business.

The WCP requires customers to identify areas where they can make savings both inside and outside their home, to offset the volume of water required to fill the pool. Areas where savings can be made, for example, include the bathroom where the installation of AAA rated shower heads and dual flush toilets will make considerable savings. Customers will be required to implement water saving activities agreed in their WCP in reasonable timeframe. These should be in place before construction of the pool is complete. Random auditing will be undertaken on the WCP's to make sure they are implemented.

The plan will assist customers to identify areas of potential savings around the home and help them to calculate savings based on family size and usage practices.

The Swimming Pool and Spa Association of Australia, supports the water businesses, via its state-wide water saving campaign ‘Pooling our Resources’. The campaign aims to raise awareness of saving water in homes and around pools via the pool industry and pool owners.

Note: Water toys using water from a hose MUST NOT be used (includes ‘slip n’ slides, super soakers and children’s water fountains).
